The Water Quality Program<http://www.ecy.wa.gov/programs/wq/wqhome.html> (WQ) program is currently looking to fill a Senior Hydrogeologist (Hydrogeologist 4) position. This position will be located in our Central Regional Office (CRO) in Union Gap, WA.<http://www.cityofuniongap.com/>
The Senior Hydrogeologist is responsible for planning, developing, conducting, directing and overseeing independent hydrogeologic projects or investigations in relation to permits discharging to ground, including reclaimed water permits. Responsibilities include the following: 1) developing, preparing, and presenting expert testimony at the Pollution Control Hearing Board (PCHB) as needed; 2) managing complex projects such as land application as a treatment and industrial facilities; 3) reporting status and results of hydrologic issues and analyses to Executive Management; and 4) performing technical peer review of hydrogeologic activities and reports across program and section groups.

The mission of the Water Quality Program<http://www.ecy.wa.gov/programs/wq/wqhome.html> (WQ) is to protect and restore Washington's waters to sustain healthy watersheds and communities. Our work ensures that state waters support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.
Some of the key work activities for the Senior Hydrogeologist are:
* Serves as a Senior Hydrogeologist for the Water Quality Central Region, as designated in writing by the program manager, and has lead responsibility for planning, developing, conducting, directing, and/or overseeing all ground water projects in the section. Manages projects that have been delegated by the program manager directly and indirectly through designees.
* Works throughout the section to implement the Ground Water Quality Standards in wastewater discharge permits.
* Reports status and/or results of hydrologic issues and analyses to the Program Manager for projects such as the WQ conditions at the Buckhorn Mine.
* Reviews hydrogeological assessments for proposed facilities to evaluate potential impacts of proposed actions on groundwater quality.
* Reports findings of technical evaluations to regional staff, section managers, program managers and staff and managers in other agencies. Develops, prepares and presents expert testimony to the Pollution Control Hearings Board or appropriate court jurisdiction during permit appeals.
* Provides technical assistance to legal counsel during case development, settlement, and trial proceedings and develops, prepares, and presents expert testimony.
* Performs technical peer review and works cross-section on reclaimed water rule development and implementation; cross program on proposals for aquifer storage and recovery; and cross agency on proposals for petroleum resource development.
* Works with local, state, federal governments, watershed organizations and stakeholders engaged in ground water implementation actions.
* Serves as the regional technical advisor on external committees and work groups.
* Responds to public inquiries on regional ground water issues.
* Reviews applications and supporting documents to ensure they are accurate and complete.
* Reviews or drafts ground water sections of permits and fact sheets.
* Responds to comments in coordination with facility managers.
* Evaluates and summarizes (including use of statistics) ground water monitoring data and hydrogeologic assessments to determine compliance with permit requirements.
* Conducts ground water sampling and sampling audits.
* Provides technical assistance related to groundwater sampling to regulated facilities.
* Provides technical assistance to the Watershed and Water Cleanup units, including assessing hydrogeologic conditions and data related to ground water complaints and other ground water protection activities.
This position is open until filled with an initial screening on January 4, 2016. In order to be considered for the initial screening, please submit an application on or before January 3, 2016. The agency reserves the right to make an appointment anytime after the initial screening date.
Required Qualifications:
A Bachelor's degree involving major study in hydrogeology, hydrology, geology, or closely allied field.
AND
Five years of professional experience as a hydrogeologist, hydrologist, geologist, or closely allied profession at the Hydrogeologist 2 level, higher or equivalent.
A Master's degree with major study in hydrogeology, hydrology, geology, or closely allied field will substitute for two years of experience.
A Ph.D. degree will substitute for three years of experience if major research was in hydrogeology, hydrology, geology, or closely allied field.
Special Requirements / Conditions of Employment:
WA State Hydrogeologist specialty license required.
Must possess a valid driver's license.
